Lack of seriousness in providing adequate training to prepare youth for employment

The number of youths receiving training and placements under the Centre's Deen Dayal Upadhyaya Rural Skills Scheme had come down sharply in the last financial year i.e. 2020-21. Corona caused a mass exodus from urban areas to rural areas, sparking a flurry of youth for employment in the villages. The Union Ministry of Rural Development has set a target of training 4 lakh rural youth and creating employment for them by March 207. Since 2016-17, 11.10 lakh rural youth have been trained, which is about 5% of the target. Out of the trained youth, 4.5 lakh youth were given placements, which is about 5 per cent of the target. Out of the trained youth, the number of youth getting placement has remained the same at 5 per cent while the target was set at 100 per cent. The first wave of Corona in the country did not have a significant impact on the rural areas but as the impact of the second wave has reached the rural areas, it is possible to imagine the picture of skills and employment for rural youth in the current financial year. The Central and State Governments run various schemes to train and provide employment to the rural youth, but the training and employment figures under the Deen Dayal Upadhyay Rural Skills Scheme indicate the status of other schemes.

Coronavirus has provided many countries around the world, including India, with an estimate of how difficult it can be to rely on others to meet their needs. Keeping this fact in mind, Prime Minister Narendra Modi has spoken of a self-reliant India and given the mantra of Vocal to Local. The main purpose behind giving this formula is that the industries of the country should produce the necessary goods at home and the consumers should consume not only the indigenous goods but also promote it abroad. But for India, which is dependent on imports for many goods and services, the exercise of turning to vocal to local will not be easy as we need to have a number of assets to become self-reliant, one of which is a skilled workforce. India today lags behind on many fronts due to lack of skilled workforce.

5% of India's population is under 5 years of age. With a large number of well-educated youth, India can fulfill the vocal to local slogan if they are properly trained or their skills are enhanced.

Lack of experience and strong training in the existing workforce of the country is preventing their talent from coming out. Efforts are being made at the government level to provide training to the employees but the need for trained employees is so high in view of the ongoing Make in India program by the Government of India that it has become necessary to look elsewhere for the funds required to provide skills. The shortage of trained staff is huge in every industry.

Deen Dayal Upadhyay Rural Skills Scheme figures show that the country does not take training seriously for the youth. On the other hand, the training provided in the training centers is not up to date. In the midst of the current global uncertain business environment employee talent has become an asset to the respective industry. The number of jobs in India is higher than the global average, but more than fifty per cent of India's jobs are unsatisfactory or difficult to find.

It is currently difficult to say what kind of employment will arise in the aftermath of the Corona and what kind of trained manpower will be demanded, but one thing is for sure, we cannot keep up with the times in terms of providing trained manpower. According to a recent report, the demand for information technology (IT) professionals has almost doubled in the last 12 months as most global businesses are turning to digitization and automation of their businesses. Demand for this specialty has grown significantly as a result of recent corporate scandals. In view of this fact it is necessary to study in detail to understand the present and future picture of automation in different sectors of the country and also to estimate the technical skill requirements arising from automation so as to ensure that the youth get employment by providing timely training.
