The Constitution contains a list of working matters between the Center and the States and is included in the Schedule of the Constitution. In addition to the list of Center and State, there is a Concurrent List, i.e. subjects of both the Center and the States. E.g. Health, agriculture while defense, communication, foreign affairs are just central issues. According to the provisions of the Constitution, the law of the Central Government is paramount over the law of the States, i.e. the law of the Central Government is paramount as long as there is conflict on the subject. There are many instances of disputes between the state and the center. E.g. In Gujarat, there is a dispute between the GSPC operation and the Center for the extraction of petroleum. Finally, petroleum product i.e. mineral oil has become the subject of the Center.

The whole world, including India, is facing the Novel Covid-2017 epidemic and in the form in which it has spread, if we talk about India, there is no corner of the country that has not been affected by Covid-2017, from where differences still exist. , But the transmission of the covid virus began in Wuhan, China.

Even the World Health Organization (WHO) has not yet determined exactly where the virus originated, but it is important that the matter be presented to the world on a case-by-case basis. But all the countries of the world are trying to fight this epidemic. This virus is called epidemic (Killer Disease) because millions of people have died in our country and there are many cases of infection. (Not shown due to statistical magic) Now if we look at the legal provisions, the law enacted during the British rule, Epidemic Disease Act-12, which was enacted 150 years ago, is still in force today and, primarily, it is regulatory and mainly powers the district magistrate Is the law. But in the prevailing circumstances medical treatment, research matters are regulated under different laws and subject. In the present circumstances, apart from the Epidemic Diseases Act, a separate mechanism has been in place for the last ten years to deal with different types of disasters under the National Disaster Management Act, while in the case of Gujarat, the State Disaster Management Act has been in force since 2001 after the 2001 earthquake. The nationwide lockdown by the Center for the Kovid-2017 epidemic was called for a period of 9 days but the first wave across the country was relatively less lethal.

But according to medical experts, another wave of mutations, including Varian, will occur at that time. During the first wave, there was a strong emphasis on social distance, masks, sanitation, along with lockdowns to control covid, but the only way to combat covid in the long run was to find a widely vaccinated "hme" - "vaccination" based on research. But the countries of the world including USA, Israel, Australia, UAE etc. vaccinated extensively after the first wave and due to this they succeeded in countering the second wave and these countries ordered in advance to get the vaccine in advance and successfully administered the vaccine. . Covering about 30% of the population minimized the deadly effects of corona while in our country only Bharat Biotech and Serum Institute, although both institutes were successful in researching covid vaccine, but in relation to the population of the country as well as which group of population The incidence and mortality rate increased and as such the main subject matter of this article is the contradiction between the Center and the States on the issue of vaccine allocation and vaccination. Especially in states like Tamil Nadu, Kerala, Andhra Pradesh, there were different attitudes towards Centre's instructions as well as vaccination. The Center also initially offered a vaccination program to people above 60 years of age, but later decided to cover the population between the ages of 18 and 6, but not enough vaccines are available.

Countries that have largely centralized vaccination programs in the form of co-ordination as well as pre-procured in sufficient quantities in advance have succeeded in preventing the second wave from becoming fatal.

With a population of 150 million in our country and the decision to vaccinate children is still under consideration and indications are being given that the third wave is coming in a more lethal form, this program has been implemented nationally as before with pre-planning to get the full dose of vaccine. Similarly, the Center needs to implement a country-wide vaccination program and in the interest of the country, to protect the health of its citizens, it is imperative that all age groups of the country be vaccinated in the next six months and every state should cooperate impartially.
